Perform the following steps to retain your configured timezone and prevent your Windows VPS server from changing the timezone back to UTC:

  1. Click the Windows button on the bottom-left corner of your screen, type regedit and press Enter 

  2. Navigate to the key: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\TimeZoneInformation

  3. Create new DWORD (32-bit) Value if it doesn't already exist, and name it RealTimeIsUniversal

  4. Double click the name, and set its value to 1 (Hexadecimal)

  5. Reboot the server
